Land Use Planning Services
As part of ECORP’s Land Use Planning Services, we perform two distinct services to ensure that public and private agencies comply with all applicable land use and environmental regulations, including CEQA and NEPA. We complete Land Use Entitlement Planning and Development Feasibility Analyses for developers to determine what regulations apply at a project site and what is required for full compliance before, during, and after construction. Additionally, we help public agencies augment their professional planning staff via our Agency Contract Staffing Services.

Land Use Entitlement Planning and Development Feasibility Analysis
As part of our Land Use Entitlement Planning and Development Feasibility Analysis services, we help project proponents determine what regulations apply at a project site and guide them through the land use entitlement process for the relevant planning agency. We identify land use and environmental constraints for a project site at an early stage and determine the required permits for construction and project operations. Then our land use planners prepare and submit land use permit applications and supporting materials while coordinating between the applicant and agencies during the entire development process.
Agency Contract Staffing Services
Many public agencies use ECORP’s Agency Contract Staffing Services to supplement in-house expertise. By acting as an extension of agency staff, ECORP facilitates normal day-to-day operations or provides specialized expertise as needed by the agency. Our staff can fill both temporary staffing needs or act in a permanent operational role.
