  1. The applicant submits technical studies and other documents to be reviewed.
  2. We examine all laws and regulations the analysis must meet, including those required by CEQA, NEPA, and other federal, state, and local regulations.
  3. A review of the documents is performed to see if the document is technically sound or sufficient to be used in a CEQA analysis.
  4. If there are any issues, we provide comments to the applicant.
  5. We review revised documents once complete.
