Dave has over 20 years of experience spanning technical delivery, operational leadership, executive management, and he serves as a Project Manager and Regulatory Specialist for complex Sacramento-region development projects with a focus on innovative permitting strategies.
Hal Freeman
Vice President and Co-Founder
As one of the founders of ECORP, Hal has more than 30 years of experience managing impact analysis and compliance projects for federal, state, and local agencies, while specializing in permitting and regulatory processes for both state and federal handles.
Pete Balfour
Vice President and Co-Founder
A founder of ECORP and Principal Biologist, Pete has over 36 years of experience with California ecosystems and specializes in project management, biological assessments, special-status species surveys, wetland delineations, mitigation design, regulatory compliance, and technical advisory roles.
Anne Surdzial
Vice President, Inland Empire Operations Manager, Corporate Secretary, and Director of CEQA/NEPA Services.
Anne has over 30 years of experience, including founding the firm’s CEQA/NEPA practice, managing multidisciplinary staff, leading large on-call programs for public agencies, and providing recognized technical expertise through professional organizations and conference participation.

Wayne has nearly 30 years in the engineering and environmental industry, bringing extensive expertise in financial systems, operational efficiency, and strategic planning while leading the development and management of accounting and business systems that support the company’s growth and stability.
Don Mitchell
Vice President and Chief Contracting Officer
Don brings over 37 years of expertise in environmental consulting, specializing in wildlife and habitat assessments, impact analysis, threatened and endangered species studies, and management of large contracts for agencies including Caltrans and the Department of Defense. Don is a wildlife biologist and Principal Investigator for small mammals.
Lisa Westwood
Vice President, Orange County Operations Manager, Director of Forward Planning and Business Development, and Director of Cultural Resources.
Lisa is a Registered Professional Archaeologist with more than 30 years of experience in cultural resources compliance and strategy and assists clients with complex cultural resources compliance needs. Lisa is driving strategic growth through forward planning, business development, and corporate operations leadership.
