Environmental Impact Report and Supporting Technical Studies, Barstow Sanitary Landfill Expansion Project Environmental Impact Report.

ECORP Consulting has recently completed the successful certification of the Barstow Sanitary Landfill Expansion Project EIR. To serve the regional population previously served by multiple, smaller landfills, and to serve future populations, the County proposed to expand the Barstow Sanitary Landfill both vertically and horizontally. The landfill’s refuse limit would expand from 47 acres to 331 acres, the maximum allowed height would increase by 135 feet, and the refuse inflow rate would increase from 750 tons per day to 1,500 tons per day. An Initial Study, Environmental Impact Report, Mitigation Monitoring and Reporting Program and supporting biological resources, cultural resources, air quality (including greenhouse gases), traffic, noise, and aesthetics technical studies were prepared for the landfill expansion. Significant, unavoidable impacts were identified for air quality, climate change, and aesthetics. Findings and a Statement of Overriding Considerations were prepared for the project.

Because the project area is adjacent to a BLM off-highway vehicle area, a BLM Desert Wildlife Management Area, and is in the City of Barstow’s Sphere of Influence, the project involved considerable multi-agency coordination. Despite significant interest in this project from agencies and special-interest groups, including the Center for Biological Diversity, the EIR was successfully certified without legal challenge.
