Developing a GIS to Support a City-Wide Open Space Management Plan

Abstract:
Since the 1990’s, the City of Roseville has managed its open space preserves according to individual open space management plans. While this approach was reasonable when only a few open space preserves existed, the number of preserves has steadily increased. As natural resource agency requirements and management requirements have changed, the individual management plan requirements have changed, leading to different requirements for different preserves and difficult data management challenges.
ECORP Consulting, Inc. developed a city-wide management plan that provides an overarching approach to open space management, maintenance, and monitoring. A key component of the plan was the design and implementation of a GIS and the preparation plan maps. Bringing together data from disparate sources, ECORP developed a GIS that allows the City to consolidate existing open space monitoring to allow for more comprehensive data gathering, preparation of a single annual monitoring report, and to eliminate the need for additional management plans when new open space is dedicated through the development process or habitat conservation efforts. This presentation will discuss the process and challenges of developing an open space monitoring GIS for a city municipality in the Sacramento region and will be of interest to natural resource managers and municipal staff.
